Most shower complaints trace back to the valve rather than the head. Temperature that swings when a toilet flushes usually means a valve without pressure balance, and no amount of trim will fix that.
On a full rough-in, the order matters — drain and pan, then valve, then test, then close up. We do not close a wall we have not pressure tested.
