Most tank heaters give warning before they fail outright: longer recovery, rumbling from sediment, rusty hot water, a weeping fitting. Caught early, a lot of that is serviceable.
Once the tank body itself is leaking, it is replacement — and that is the point where the install details matter. California requires proper seismic strapping, and a closed system needs expansion control or the new tank will be under stress from day one.
